Delegate Introduction

Hello Scroll community. I’m Katherine, Founder and Managing Partner of Katashe Solutions. My work focuses on governance, ecosystem development, and helping decentralised systems move from discussion to execution.

I contribute actively to governance in Lido DAO, where I engage in proposal review, delegate discussion, and onchain voting. This experience has shaped how I approach governance as a coordination tool. I was onboarded into the Scroll DAO delegate community through the Scroll DAO Accelerator Program.

I’m also part of Governance Grove, a collective of governance contributors who learn and analyse proposals together. Through this collective, I value shared research, open discussion, and accessible explanations that help more community members participate with confidence.

In Scroll DAO, I’m interested in governance structures that scale responsibly, support long term contributors, and reduce coordination overhead without centralising power.

Motivation

I believe strong community participation is a key differentiator for resilient DAOs. Yet many community members face barriers such as limited context, lack of confidence, or the isolation of analysing proposals alone. Over time, this contributes to governance fatigue and disengagement.

My motivation is to support governance processes that lower these barriers by encouraging shared understanding, collaborative analysis, and consistent participation. Governance works best when contributors do not feel they are operating in isolation.

Decision Making Approach

My decision making approach draws from collaborative governance practice:

Take a holistic view of ecosystem stakeholders, including builders, users, and delegates
Support proposals that improve coordination, clarity, and execution capacity
Favour governance structures that scale sustainably without concentrating power
Share accessible summaries and analysis to support broader community understanding
Engage with delegates across ecosystems to incorporate diverse perspectives

I aim to engage constructively, ask grounded questions, and support proposals that strengthen Scroll’s ability to execute as the ecosystem grows.

Proposal: Governance Framework Update (Scroll DAO 2.0)

Reason: Vote: YES Rationale: YES, because this proposal directly addresses the concrete governance bottlenecks Scroll surfaced in 2025 rather than abstract ideals. It acknowledges that uneven delegation, inactive voting power, and diffuse execution have weakened signal quality and impact, and responds with a deliberately execution first operating model. The move toward staked SCR as the basis of delegation, clearer expectations for Verified Delegates, and an execution oriented committee structure improves accountability without prematurely forcing full decentralization. Importantly, the proposal is explicit that this is a phased prototype, not an end state. Foundation led initial selection, veto authority, and limited discretionary execution are tradeoffs made in service of speed, clarity, and learning, with future elections and decentralization explicitly reserved for the DAO. The formal budget framework, fixed allocation, and required quarterly reporting materially strengthen financial discipline and outcome measurement. Overall, this framework gives Scroll DAO a workable operating framework for 2026, prioritizing delivery and impact while keeping long term DAO authority intact.
