I believe Scroll can become a gateway to a more fair and decentralized internet.
1) A brief intro
My name is Alex Soto, and I’ve dedicated the last decade to helping teams and communities organize themselves to make better decisions, especially in contexts where power asymmetries get in the way of shared purpose.
I work at the intersection of governance, human development, and collective intelligence. I started as a facilitator, helping organizations shift from rigid hierarchies to dynamic and inclusive models of decision-making. My practice is rooted in sociocracy, Nonviolent Communication, and liberating structures; tools that bring coherence and care into how we collaborate.
In recent years, I’ve extended my work into Web3, helping communities design governance models that promote trust, participation, and shared ownership. I’m particularly interested in the psychological and cultural aspects of coordination: how people feel safe enough to speak, how we handle disagreement, and how we reward behaviors that support the commons, not just efficiency or profit.
As a Latinx delegate with a non-technical background, I’m deeply aware of how biases around language, culture, and credentials can marginalize important voices. I see my role as a bridge, not only between disciplines, but between people who share a common goal but speak very different "languages."
I believe protocols like Scroll need both: solid technical foundations and inclusive governance cultures that welcome diverse forms of contribution and intelligence.
2) A message to the community and ecosystem
I’m here to act in good faith, stay curious, and serve the long-term interests of Scroll as a public good.
I believe in Scroll’s commitment to Progressive Decentralization, not as a checkbox, but as a continuous effort to broaden participation and increase resilience. That requires both structure and humility: structure to ensure quality and coherence; humility to learn, adapt, and listen.
My governance philosophy is rooted in the idea that everyone holds a piece of the truth — and that sustainable decisions come not from dominance, but from dialogue. That is why I will always:
- Vote with transparency, sharing clear reasoning behind every decision I make.
- Avoid conflicts of interest, and disclose any potential concerns proactively.
- Prioritize long-term resilience over short-term popularity.
- Hold space for disagreement, treating all perspectives with respect and civility.
- Encourage experimentation, especially when it allows new voices and regions to engage.
- Abstain when I don’t have enough context, trusting that thoughtful silence is better than uninformed noise.
I’m not here to impose a vision, but to cultivate the conditions where more people can shape it.
In particular, I care about:
- Inclusive participation — making sure people from the Global South, non-technical contributors, and early-stage experimenters have a seat at the table.
- Resource allocation that rewards risk-takers and caretakers, not just revenue generators.
- Protocols that remain legible to human beings, not just optimized for machines.
For me, the Open Economy it’s about ownership; and the way we relate to each other through technology.
I want to see Scroll thrive not just as an L2, but as a community where professional knowledge and deep integrity go hand in hand. A place where curiosity is not a slogan, but a living practice that nurtures the regenerative practices.

I believe this proposal represents a meaningful evolution in how Scroll DAO organizes itself for clarity, impact and responsibility. I’m especially grateful that several ideas explored during the Co-Creation Sprint have landed in this version. And I remain optimistic about the DAO’s ability to continue refining the model. Por example, I think a focus of attention going forward will be the distinction (and coordination) between operational committees and the delegate contribution layer, to ensure that accountability is maintained throughout the execution. I also agree that (external) campaigning and visibility are as important as maintaining (internal) consistency. This could put Scroll in the spotlight as a cutting-edge protocol with the right momentum.

I believe the creation of this council is essential for the development of the DAO, especially for its research and experimentation perspective. I also celebrate the fact that it brings new voices to the conversation (two seats for delegates or governance professionals), complementing the foundation's perspective and taking firm steps toward progressive decentralization.

I share the commitment to recognize governance work, especially since much of the work tends to be invisible and outside of operational responsibilities. While I believe the way rewards are calculated can continue to improve, I believe learning will come with experience.

While there is extensive documentation and in-depth comparisons between the different providers, I don't feel I have enough insight to choose one in particular. I trust that other delegates with more background will guide us in the right direction.
Abstain3.01K SCR - Scroll DAO Timelock Test
I'm glad we're testing to confirm that everything is working as intended, and I see no reason not to try.
For3.01K SCR - Security Subsidy Program for Scroll Builders
As a founder looking to build on Scroll, the fact that a subsidy exists to ensure the project has the security to succeed seems like a gem to me. It also contributes to improving the perception of the industry for the long term.
For392.6 SCR - Better DAO Decisions & Aligned Incentives: Research on Carroll Mechanisms
While I agree that governance is critical to Scroll's success, I don't understand why Scroll should fund basic research on mechanism feasibility, especially given that Dr. Philip Brown is a recognized leader in mechanism design and has received extensive funding from others. If the intention is to rethink the use of voting mechanisms altogether, I would like it to be a more collective effort (in partnership with other DAOs) or to reduce personnel and resources until concept-feasibility is achieved.
Against392.6 SCR - Feynman Upgrade on Scroll Mainnet
Although the upgrade seems to bring positive changes (such as a more robust fee model, improved EVM compatibility, and simplified smart contracts), I don't seem to have the knowledge to understand the practical implications of this decision.

I think it's important for Local Node leaders to have a clear point of contact who maintains accountability and has a big-picture perspective. I also believe that having a more intentional presence at events can be positive for Scroll’s visibility and adoption. Finally, I'm glad the proposal has incorporated community feedback to reach this version.

Opening the Kenyan market will help bring technology to real-world problem areas, helping to adapt tools to the real-world context.
For10 SCR - Mexico Mobile Scroll Node: A Founder-Focused Onboarding and Support Program
I believe this initiative can have positive effects for Scroll and its relationship with the Mexican ecosystem. I also believe the people behind the proposal have the right approach to achieve lasting impact.

Having two acceleration programs in two Latin American hubs will help compare results and share learnings.
For10 SCR - Ecosystem Growth Council Formation
I think the idea of forming an Ecosystem Growth Council (EGC) makes sense because it forces a group to dedicate time and deliver results, which can help execute ideas that have already been expressed before.
For10 SCR - Votable Supply Adjustment - Auto-Abstaining Wallet
As I understand it, there is technically no cost to run the program for the DAO, as no DAO funds will be needed to pay personnel or for tools, so I see no reason not to do it.
