Following the framework and template proposed by the Scroll team—and after our Regional Evaluation was officially endorsed by Scroll (see: https://forum.scroll.io/t/brazil-local-node-regional-evaluation/613 )—we are proposing a three-month work plan to establish a Local Node in Brazil. This initiative will be led by Modular Crypto, a recognized Scroll delegate and currently the most active community contributor in the country.

Our main objective with this Local Node proposal is to attract more founders and developers to build on Scroll and take part in future editions of Open Zero, Scroll’s global initiative to support early-stage projects. At the same time, by evaluating regional needs and values—and with a long-term vision of creating an environment where these projects can gain traction and truly thrive—we will also focus on strengthening Scroll’s community in Brazil. This includes launching educational initiatives and hosting in-person events to give local builders greater visibility and support.

It’s a 360º journey designed to benefit the entire ecosystem. In addition, all of our initiatives will be conducted in Portuguese, allowing us to reach beyond Brazil and engage other Portuguese-speaking regions such as Portugal, Angola, Mozambique, and more. This language choice enhances inclusivity and expands the regional impact of the project by connecting communities that share the same language and creating new bridges for ecosystem growth.

Motivation

The creation of a Local Node in Brazil is driven by the country’s unique potential to become a key engine for Web3 adoption and innovation. With a large and engaged community of developers, researchers, and creators, Brazil stands out as fertile ground for building meaningful, impactful solutions. More than simply expanding Scroll’s presence in Latin America, the Brazil Node is a strategic step toward attracting new talent, founders, developers, and projects to the Scroll ecosystem—accelerating dApp development and reinforcing Scroll’s role in shaping the Open Economy.

Our mission is to transform local developers and entrepreneurs into true founders, equipping them with the tools, knowledge, and support needed to take their projects to the next level. Through the Brazil Node, we’ll help prepare them to compete more confidently and effectively in future editions of Open Zero, Scroll’s global program for early-stage innovation.

By staying close to local needs and realities, this initiative will not only attract new builders but also strengthen the Scroll community in Brazil through education, collaboration, and in-person events. The Brazil Node will act as a bridge between Scroll’s global infrastructure and the regional context, turning local creativity into global impact.

Execution

With a qualified team specialized in various areas of Web3, we bring together a wide range of expertise to drive innovation, education, and ecosystem growth. Our multidisciplinary approach allows us to support developers, founders, and communities with strategies tailored to the unique dynamics of the decentralized world. Some members of our team have also been involved in the development of other local hubs—such as the ICP hub in Brazil last year—where they helped achieve key milestones, including the organization of over 20 events, the engagement of more than 400 developers across 3 bootcamps and 3 hackathons, partnerships with over 20 universities, and the launch of more than 5 MVPs.

“Scroll Open” Brazilian version: "Programa de Aceleração Scroll Brasil”

After several in-depth conversations and strategic meetings with the Scroll Foundation team, we collectively concluded that the most effective approach to cultivate a strong network of builders and founders in Brazil is to launch a regional version of the Scroll Open Global program. While the global edition has been a major success, Brazil's unique ecosystem calls for a localized initiative—one that reflects the region’s energy, creativity, and potential. That’s why we’re excited to introduce "Programa de Aceleração Scroll Brasil”: a one-month immersive program designed to empower the next wave of builders building on Scroll. This initiative will include live online classes led by top industry experts, hands-on exercises, personalized 1:1 mentorship sessions, and a final award for the top 3 projects. These participants will be chosen based on their performance, progress, and potential to contribute meaningfully to the Scroll ecosystem.

Our ultimate goal is to spotlight Brazilian talent and help local founders reach the next level, fully aligned with Scroll’s long-term vision for a decentralized, inclusive and global Open Economy. By providing the structure, guidance, and visibility they need, we aim to transform builders into founders—ready to compete on the global stage and prepared for future editions of Open Zero. But "Programa de Aceleração Scroll Brasil” goes beyond just education—it’s about community, visibility, and traction. After the program, we will invite the top founders to present their projects at in-person events, giving them the opportunity to pitch to the broader community and gain real traction early on. From day one, we’re committed to giving builders the support they need to thrive.

All sessions, materials, and mentorships will be conducted in Portuguese, ensuring full accessibility for local builders. This also allows us to extend the program’s reach to Portuguese-speaking regions beyond Brazil, such as Portugal, Angola, and Mozambique—strengthening global inclusion and collaboration within the Scroll ecosystem.

During Open Zero, Scroll’s global initiative taking place in July, we’ll have weekly mentorship sessions for all participating projects, featuring experts from the ecosystem, technical deep-dives, and strategic guidance to help teams refine their ideas and accelerate development.

IRL Events

In-person events play a fundamental role in the Brazilian Web3 ecosystem—not only for raising awareness, but also for fostering deeper engagement, immersive learning, and stronger networks. After speaking with dozens of local founders and builders, one point became clear: IRL meetups are essential for creating meaningful connections and growing a vibrant, resilient community. That’s why our Local Node strategy includes a carefully planned series of three in-person events across key regions in Brazil, each chosen for its strategic potential to engage developers, attract new founders, and position Scroll as a foundational layer for impactful projects. All events will feature a structured format with talks, a dedicated pitch session for projects, and time for open networking—following the successful model we’ve implemented in our previous 10+ events over the past years.

Event 1 – Florianópolis by Blockful | July | Builders & Governance

Full proposal. The first event will take place in Florianópolis, a rising Web3 hub in southern Brazil with strong ties to technical communities and the Federal University of Santa Catarina (UFSC)—a top academic institution in areas like cryptography, blockchain, and computer science. Hosted at the Web3 Hub with support from Blockful, a governance security company and Scroll partner, the event will focus on empowering builders, researchers, and governance enthusiasts. Attendees will explore Scroll’s DAO structure, learn how to get involved as delegates, and receive hands-on technical support to start building on the network. We expect around 80–100 participants.

Event 2 – São Paulo | Late July | Founders & Ecosystem Activation

The second event will be held in São Paulo, one of Brazil’s most active crypto-native cities, as a celebration of Ethereum’s anniversary and a warm-up for ETH Latam and Devconnect. This event will attract developers and early-stage founders through educational sessions, panel discussions, and an open pitch space. We are also building partnerships with local universities (USP, Unicamp, Inteli, ITA) and builder-focused communities (ERC-55, ETHLatam, ETHKipu, 77 Innovation Lab) to maximize reach. We expect 100+ participants, including "Programa de Aceleração Scroll Brasil” participants, who will be invited to showcase their projects. This event aims to strengthen Scroll’s brand in São Paulo and position it as a key player in Brazil’s Web3 ecosystem.

Event 3 – Rio de Janeiro | August 6 | Visibility & Talent Acquisition

The third and final event will take place in Rio de Janeiro as an official side event of Blockchain Rio, one of Latin America’s largest innovation gatherings. Scheduled for August 6 at Node Hub Web3—a startup and innovation space in Ipanema that has hosted events like Modular House —this event will focus on attracting developers and founders to build on Scroll. With an expected 100–150 attendees, this strategic meetup will offer an informal but high-value environment to introduce Scroll’s infrastructure, highlight local project opportunities, and expand community engagement in Southeast Brazil. As with São Paulo, builders from "Programa de Aceleração Scroll Brasil” will be invited to pitch their projects, giving them valuable exposure and feedback from the broader community.

Strategic Impact

Each of these events is designed not just to inform—but to activate. By engaging builders where they are and aligning with local timing and context, we’re able to deliver real value and create long-lasting relationships. These events will serve as entry points into the Scroll ecosystem for new developers and as growth platforms for existing builders. The events will be attended by key members of the Scroll Local Node initiative and the Scroll's LATAM CM, Gabriella Mena.

Community Activities

We believe that in order to attract more founders and builders to Scroll—and, more importantly, to provide sustained support to these builders—we must first grow the community and overall awareness of Scroll and its ecosystem within Brazil. After all, building a product whose success depends on adoption also requires users, advocates, and fans. To foster a thriving environment, we need a 360º vision, one that nurtures the full ecosystem around each project. The first place a project should be supported is where it is born.

To that end, we see the Local Node not as a standalone effort, but as one deeply aligned with Scroll Foundation's broader strategy. We are committed to actively participating in all Scroll-led activities—especially those focused on LATAM—including Twitter Spaces, global community calls, social media engagement, and more. We also propose new initiatives to be led by our team that will expand Scroll’s visibility and user engagement in Brazil.

We’ve noticed that the Scroll Discord server currently shows low activity levels. To address this, we plan to grow the Portuguese-language channel in the Discord, turning it into a vibrant space for Q&As, peer support, and direct engagement with the Brazilian community.

We understand that growing a community requires more, it takes smart partnerships and proactive outreach. A Local Node must focus on expanding the face-to-face network and attracting builders, but it also needs to think long-term and anticipate where the ecosystem is going. That’s why we’re also planning targeted business development (bizdev) efforts to reach out directly to promising Brazilian builders, offer them personalized onboarding, and connect them to funding and visibility pipelines, such as Scroll Open.

We’ll also collaborate with strategic partners, local communities, and opinion leaders (KOLs) to run campaigns that showcase real use cases, share success stories, and amplify Scroll’s presence across Brazil’s Web3 landscape. This strategy is designed not only to raise awareness, but to convert talent into builders, helping new projects and startups launch on Scroll and contribute to the Open Economy.

Education: Unlocking Builder Growth through Deeper Knowledge

To further accelerate adoption and traction within the Scroll ecosystem, we will also tap into Modular Crypto’s powerful media and education network. With an audience of over 20,000 crypto-native followers across platforms—including newsletter, Twitter, YouTube, and Discord—Modular is well-positioned to provide builders with high-quality educational content that meets them where they are.

As part of this effort, we will launch a series of targeted educational initiatives in the next three months, all in Portuguese:

• 1 workshop: Focused on the Euclid Upgrade, breaking down what it changes for developers and how it improves the developer experience on Scroll.
• 1 ecosystem-focused workshop: Designed to highlight and give visibility to projects already building on Scroll, such as ChatterPay, a high-potential Latin American product that participated in Open Campus but still needs traction.
• 1 in-depth research report on Scroll: Covering its technology, roadmap, and comparative advantages in the zk-rollup space.
• 1 in-depth research report on the Scroll Ecosystem: Mapping out current projects, opportunities, and gaps in the Brazilian and global context.

These initiatives aim to give traction and visibility to builders who are still in the early stages of growth and may lack the reach to gain community support or access capital.

Modular is recognized as one of Brazil’s leading hubs for Web3 educational content, known for its deep, accessible research that attracts a highly qualified builder audience. This reputation and reach make it an ideal partner to boost awareness, bring new builders into Scroll, and help them scale sustainably.

By combining community building, education, business development, and visibility, this proposal offers a 360º strategy to attract, support, and elevate builders in Brazil—turning Scroll into the go-to network for high-potential projects in the region.

Operational

"Programa de Aceleração Scroll Brasil” – Platform, Tools, and Execution

To ensure accessibility, organization, and a smooth experience for participants, we will create a dedicated Notion page for "Programa de Aceleração Scroll Brasil”—mirroring the structure used by Scroll in the global edition (see here). This page will centralize all key information for builders: program timeline, registration forms, class links, recordings of previous sessions, homework submission forms, feedback surveys, and a detailed FAQ.

Class Delivery & Engagement:

All classes will be hosted live on the Modular Crypto Discord, a server with over 1,500 Brazilian members, offering an interactive learning space where participants can ask questions and connect directly with instructors. After each session, recordings will be published on Modular Crypto’s YouTube channel (3,500+ subscribers) and promoted via our Twitter account (5,000+ followers) to extend reach and accessibility.

We’ll use tools such as Craigbot, OBS, and other support software to manage recordings and classroom logistics. Class-related forms (registrations, homework submissions, feedback) will be created using Google Forms. Our team will also design custom graphics for promotion and recap using Adobe Photoshop, Adobe Illustrator, Metricool, and Typefully.

To organize the content and dashboards in a professional and user-friendly manner, we use a premium Notion subscription. For SEO optimization on YouTube, we rely on vidIQ.

The "Programa de Aceleração Scroll Brasil” program will be promoted through our full distribution network, which includes Twitter, Instagram, YouTube, Substack, TikTok, Telegram, WhatsApp, and Discord—as well as through email marketing campaigns.

Evaluation

What change do we want to see in the world? We want to see a thriving and self-sustaining network of Brazilian founders and developers building meaningful, innovative projects on Scroll. Our vision is to position Scroll as the go-to infrastructure for early-stage builders in Latin America—where builders not only start their journey, but also find the support, visibility, and community they need to scale. Ultimately, we aim to increase the number of high-quality projects being launched on Scroll and foster a strong local ecosystem aligned with the values of decentralization, inclusion, and long-term contribution to the Open Economy.

How will we know this change has occurred?

We'll know this transformation is taking place when we see:

• An increased number of Brazilian developers and founders actively building on Scroll.
• Higher visibility and traction for early-stage projects coming out of Brazil.
• Ongoing engagement from the local community in Scroll’s governance, Discord, events, and public discussions.
• A stronger presence of Scroll in Brazil’s Web3 landscape through partnerships, media, and institutional relationships.
• Builder retention and long-term involvement in Scroll ecosystem activities such as Open Zero, Scroll DAO, etc.

All of these metrics will be tracked and shared publicly through a dedicated Notion dashboard. We will also host calls with the Scroll Foundation to review progress and align on future steps. A full final report will be delivered at the end of the 3-month cycle, including detailed metrics, feedback analysis, testimonials, and a roadmap for follow-up actions.

Financial

In line with the Scroll Foundation’s guidelines—which recommend a maximum budget of $30,000 USD per quarter for Local Node operations—we are requesting $29994 USD to cover the full 3-month duration of this proposal. This amount will support the complete execution of the Scroll Brazil Local Node, including operations, educational programming, community activation, and IRL events tailored to grow Scroll’s developer ecosystem in Brazil.
