Our mission is to empower DAOs by contributing and equipping them with the necessary tools for transparency, accountability, and strategic growth.

A message to the community and ecosystem: As we apply to become a delegate for Scroll DAO, our aim is to contribute to a transparent, inclusive, and collaborative governance process. Community Council Formation

Reason: We support the formation of the Community Council as a focused effort to improve oversight of the Local Node program and strengthen community engagement. Starting with a phased approach allows the Council to scale as needed, while the lightweight grants pilot fills a clear gap in supporting grassroots initiatives that fall outside the scope of Local Nodes. Importantly, its mandate is distinct from the EGC, while the EGC focuses on protocol-level growth, the Community Council supports localized, people-driven efforts that require ongoing evaluation, cultural context, and direct engagement. This separation of responsibilities is clear.

Better DAO Decisions & Aligned Incentives: Research on Carroll Mechanisms

Reason: We vote Abstain on this proposal at this time. We have carefully reviewed the Carroll Mechanism concept and recognize its potential to significantly improve DAO decision-making, possibly becoming the next major evolution in governance. However, this approach introduces additional complexity, raising concerns about practical adoption within the community and the need for clearer risk mitigation strategies. Specifically, if milestone 1, the literature review on the mechanism, does not yield positive results, Scroll risks spending $45K without tangible benefit. While we support continued research and want to see innovation turn into a ready-to-use product, we believe a thorough risk mitigation strategy is necessary to address uncertainties related to the research outcomes and potential financial impact before fully committing to this proposal.

Mexico Mobile Scroll Node: A Founder-Focused Onboarding and Support Program

Reason: We’re voting in support of this proposal because it introduces a creative and localized approach to growing the Scroll ecosystem in Mexico. By using a mobile node to directly engage founders, the initiative brings mentorship, education, and grant preparation to communities with strong potential to join the open economy. However, we believe it would be better to have a more concise execution plan finalized before the 3 months period begins. (e.g. detailed curriculum etc.) This would allow for more effective ongoing adjustments during the execution phase, considering 2 months period seems too short to make impactful adjustments and optimize the program's impact.

While it may not fully capture the current delegate sentiment, the Auto-Abstaining Wallet offers a thoughtful and pragmatic approach to an ongoing governance challenge in Scroll, where proposals sometimes struggle to reach quorum due to the concentration of significant voting power held by a few delegates who may be temporarily inactive. We believe this short-term solution supports governance continuity and stability.
