  A governance council is a must need for any DAO. We need dedicated people to think, analyze, propose and guide the DAO efforts towards decentralization and automation so that we may gain speed and accuracy in achieving our Massive Transformative Purpose.

  I vote FOR because am open to experimentation, however I provide several observations. I was not included in this batch although I am active in gov calls, workshops, local initiatives, and proposal voting, but do not hold the VP required. This could be seen as a way to incentivize delegates as me to accrue more VP. Said that, my observations are the following: The problem of representative democracy is representation (delegates9. DAOs and AI could be leading the way towards a participatory democracy which allows plurality. Incentivizing participation is key, but we must make sure that we are not concentrating even more power to those that can easily gather to decide the faith of our DAO. In a representative system, we must incentivize that more delegates enter the game so that we get more richness of perspectives, experiences, knowledge, contacts, and resources that move us forward to our mission and vision. We must be careful to not fall into the same mistakes that other collectives have gone through, that's why a Governance Council that has academic and empirical experience is a must. Let's continue with this and use this experience as a baseline for experimenting other approaches while improving this one too (the design).

  I choose Avantgarde due to the following reasons: 1. After checking the Negation Game, I found out that the fee is 5% cheaper, which is a significant number 2. They contacted me directly, which talks about their extra-mile effort for reaching results, I expect that if they reached a low rank delegate to solve any questions or clarify info they will do the most detailed thing to deliver the results they commit to. 3. Made an AI in-depth assessment of the three providers and the result was: the Avantgarde proposal is recommended as the best-balanced choice. It would provide Scroll DAO with a professional, one-stop treasury management solution that achieves sustainable yield (via options and DeFi yields) forum.scroll.io forum.scroll.io , maintains decentralized custody and oversight forum.scroll.io forum.scroll.io , and institutes comprehensive risk controls appropriate for a DAO treasury forum.scroll.io forum.scroll.io .   The Kenyan local node initiators have put good energy into drafting a compelling proposal. I trust they will do an amazing job connecting their local community to the opportunities that the Scroll ecosystem has. The Mexican local node is willing to compete and collaborate with other nodes so that we improve constantly our ecosystem.

  The Brazilian delegates and active DAO members have gathered and showed that they have the capacity and willingness to grow the Scroll ecosystem. The Mexican local node is willing to compete and collaborate with other nodes so that we improve constantly our ecosystem.

  Consent would work better as it doesn’t require a Quorum. However, this is a practical way to reach the same conclusion. I support having a path to make things happen with the people actively participating while not requiring everyone to vote.

  Great initiative to support the unpaid effort that Delegates and active DAO members have put to build and protect our shared values.

  I really like the proposal, I just think it's a big bet for the DAO to take alone. I'd prefer that instead of this proposal another one dedicated to PR is voted, so that this proposal gets funded by at least other 2 DAOs. It is not as urgent as it could be thought. I vote Abstain because I see that votes in polls (TG and Forum) are in favor of, including the Foundation, the proposal has gotten enough time and conversations going, and I am not hard against the proposal.
